The actual TIGER94 files are available from:
     ftp: cedrcd.lbl.gov
     cd /CEDRCD/diskN
where N specifies the CD you want.  For more information see

     CEDR stands for Comprehensive Epidemiologic Data Resource
     this site has hundreds of CD-ROMS that you can then access...

    I use the TIGER files in MapInfo, a free TIGER translator for MapInfo
    is also available from the MapInfo ftp site ftp.csn.net cd /mapinfo

Already processed TIGER files are available from CIESIN,
though they provide them in Atlas GIS .bna format.
These files have a relatively straight forward structure
with three sets of coordinates per line and can be processed
into other mapping formats without too much work...

CIESIN: Consortium for International Earth Sciences Information Network

CIESIN is at:
    ftp:  ftp.ciesin.org
    cd: /pub/census/usa/tiger/xx
           (where xx is a 2 letter postal abbrev for each state)

They have census boundaries all the way down to blocks
and also have census data to go with the boundaries.
