The TIGER files *may* have included them if they were useful
for defining census boundaries.  The original source of the
pipelines for TIGER would be the USGS transportation layer which
is actually separated into several layers (in DLG) for roads
and trails, railroads, and miscellaneous transportation. The
misc. transportation files contain pipelines with some
attribution, although I'm not sure how specific it gets about
what is being carried in the pipes. The files are available
for purchase from EROS Data Center, USGS -- you can custom
order all these files on a CD for a fee -- or pursue a
tedious set of ftp transfers from the URL:
ftp://edcftp.cr.usgs.gov/pub/data/DLG/100K   The files you
are looking for are under each quadrangle name and within
the transportation directory. The misc trans features are
in files that look like ST1.MTF03.opt.gz where
ST1 is a quad code, MT is misc trans, F means it is a 15-minute
chunk of the map (4 per half quad), 03 is piece 3,  opt is
the DLG optional format, and gz denotes it is GNU-zipped.
